The Overall Project

The mission and vision for Midsteeple Quarter is set out in our masterplan, A Blueprint for the heart of Dumfries. This was developed following extensive work with local people, specialist consultants and other project partners. The importance of this document was cemented when it was officially adopted by Dumfries and Galloway Council as part of its Local Development Plan in November 2019.

A long-term ambition

The masterplan underpins our long-term ambition - likely to be delivered over about 15 years - that it’s the people of Dumfries who drive the redevelopment of Midsteeple Quarter, a hugely important historic block in the heart of the town centre.

It’s founded on three key principles:

  • The local community taking the lead on redevelopment.  

  • Repopulating the town centre by creating high-quality affordable housing on upper floors.   

  • Dynamic, engaging street-level activity supporting a mixed and vibrant local economy.  

And it’s these principles which will create a vibrant neighbourhood characterised by:

  • Attractive, high-quality residential accommodation for rent

  • Affordable retail and commercial spaces for independent businesses

  • Flexible and accessible working, learning and community spaces

By revitalising the heart of Dumfries through community ownership and entrepreneurship we hope to:

  • Create more than 60 new homes and 50 new commercial spaces which will become home to about 200 people.

  • Have a neighbourhood which is diverse, adaptable and driven by community needs, aspiration and enterprise.

  • Recognises and respect the environment

  • Profiles the importance of Scotland’s towns and places


Instead of allowing the evolving economics of the High Street to allow our town to suffer further, we are seizing this as an opportunity for the community to take back control, locking inclusive prosperity into Dumfries as the regional capital for generations. This will enhance the town’s performance at a local, regional and national level.

Delivering on our vision

To sustainably and successfully deliver the aspirations of our community, the work of Midsteeple Quarter is being phased.

Phase 1: Transformation of the former Baker’s Oven site at 135-139 High Street

Phase 2: Purchase and ‘meanwhile use’ of other High Street frontages and backland

Phase 3: Development of High Street frontages and backland

Phase 4: Supporting improvements  to Bank Street / Corner of Irish Street
